Metropolitan Water District (later NWSA, presently MWSS) entered into a Collective Bargaining Agreement (CBA) with their two (2) labor unions, Kaisahan at Kapatiran ng mga Manggagawa at Kawani sa NWSA (KKMK-NWSA) and Balara Employees and Laborers Association (BELA).

Under the CBA, MWSS will provide a 58-hectare tract of land for housing.

A raffle among the union members determined 1,411 rank and file workers who were awarded rights for the housing project.

NWSA, in a subsequent Resolution, identified the site for said housing at an area located downstream from the water reservoir (dam) and outside the forested portion of the 2,700 hectare La Mesa Reservation/Watershed Area.
